Answer: To have one Leg up on other Lawn ornament contenders, like the Plastic Goose with Plastic Chicks in tow for example.

I remember watching a nature program where pink flamingo's switched their legs because they were standing in a pool that was high in some kind of acid/salt, can't quite remember.
