That is often the cause of these dots of light. They are reflections of the Sun. I don't see any sort of shot as the person claims. There is a bright area, but that is it. Any "gun firing" activities are likely reflections toward the ground. Like Sakari said, the balloon was at a different altitude and so moved differently then the contrail. I've read many chem-trail threads and have yet to see any of these high altitude contrails proven to have any unexpected chemicals in them.
