And from the story, "The official explanation was kept secret to avoid the Soviets learning of US military intentions during the Cold War". The entire intent of the American military was to stop Soviet expansion. We could all puzzle that one out.

The first reports of ghost rockets were made on February 26, 1946, by Finnish observers.^[1] About 2,000 sightings were logged between May and December 1946, with peaks on 9 and 11 August 1946. Two hundred sightings were verified with radar returns, and authorities recovered physical fragments which were attributed to ghost rockets.

The 'ghost rockets', starting in 1946, predate the U-2 aircraft (first flight, August, 1955) by many years. Which isn't to say that aircraft before then weren't operating at high enough altitudes to be sunlit after local sunset. But it seems like a weak explanation, unless the CIA can match their flights' times and places with actual UFO reports.

Don't overlook possible Soviet overflights, either: they developed U-2 equivalent aircraft (Yak-25RV Mandrake), so they might have been doing to us what we did to them with the U-2.

I don't think they were claiming credit for the ghost rockets which were earlier and predominantly over Sweden

At last a rational explanation that sounds plausible.

One theory about the Ghost rockets, which seems fairly reasonable, is that it was tests of V-2s that the Russians had obtained after the war.

You really need to read what you are commenting on:

Emphasis mine. Nothing about Sweden, nor about ghost rockets. No, specifically is mentioned Norway and the 1950s.

The CIA was not taking credit for EVERY Norwegian sighting, just some of them.

Why don't you, in your own words tell us what they are? You seem to know what they are not but you never offer any alternative ideas.

For the record, the CIA was not debunking anything. They merely discussed they were testing the U-2 which is a very plausible explanation.

U-2 over-flights were stopped after Powers but they continued to fly nearby. At some point the U-2 was replaced by the SR-71.

More correctly, they were replaced by the SR-71 for high-risk missions. I should have said that U-2 over-flights of the USSR were stopped.The CIA continued to use them over places like Cuba, and North Korea after the Powers incident. NASA still uses at least one for high altitude atmospheric research.
