Permit WY 7 1528 WY is post-flood permitting http://www.nwo.usace.army.mil/Media/Fact-Sheets/Fact-Sheet-Article-View/Article/714894/post-flood-permitting-wy/ Seeing the mining people had hundreds of thousands of tons of rocks to dispose of, they wanted to make sure they weren't just piled anywhere causing flooding during rainfall, therefore the Army engineers gave a permit number.
