Most of the laws ( only in 16 states, other states have none ) are like this : “An animal that is confined in a motor vehicle under conditions that are likely to cause suffering, injury, or death to the animal due to heat, cold, lack of adequate ventilation, or under other endangering conditions.” So, I guess they are not breaking the law. I still say be smart. A car can, and will die whenever it wants. So can the A/C.....The Dog will die shortly later. If your Dog can not be with you wherever you go, do not take it/them. Sometimes you may have to take a dog out yet may not be permitted to take it with you to some places which may require you leave the dog in the vehicle. As long as the window is not full closed, and the dog has water he will be fine for time being. Common sense should tell the person that leaving the dog in the car for an excessive time is not right. We do not get such hot temperatures here though and I would really only justify it if there is no other option and for a brief time as I mentioned. But to avoid it is the best thing to do. You would be surprised how hot a car can get and how quickly. Cracking a window is just not enough. It's like an oven. Try it sometime when you don't have anyplace you need to be. Just turn the car off, crack the window and sit there for a few minutes. To get the full effect, you should try it while wearing a coat. That's why here in Oz it's perfectly acceptable and legal to ring the coppers. I've actually done so a couple of times, you ring the boys in blue, they come and make a call, once they smashed the window (it was what we Queenslanders refer to as "stupidly hot" so around the mid 40s centigrade) and billed the owner of the car. One time they actuslly told US to smash the window, but the owner of the car turned up and was lucky to not get smashed by some of the other people who'd gathered around. It is not a problem as long as the car stays running, and so does the A/C....... What happens if the A/C goes out? What happens if the engine dies? It has a produce area and the health laws are no animals unless they are service animals. She said she would not go in the food area . I told her she was not allowed to bring it in at all. She said it was hot out and that was stupid. If I hadn't told her I worked there I would have told her she was stupid for taking the dog out on such a hot day. Leave your pets at home! Since I moved to Cambodia it has been hellishly hot here, with only an occasional afternoon broken by a thundershower. My dog has adopted an interesting routine. He shows up about seven and eats breakfast, gets his petting and his flea spray, and disappears under my bed where he sleeps all day in the air-conditioned room . Then about seven in the evening he gets up, eats again, and goes out to do his "job" of protecting the premises (we know it loud and clear if anyone he doesn't know comes around). I've never known a smarter dog. When a stranger comes during the night, I of course have to go out to settle things down, but once the dog sees me greet the person, all is fine from then on. He also keeps rats and scorpions and so on away. He handles cobras a little more carefully, barking but keeping a distance until someone comes out to deal with it. They make good eating.
