It isn't necessarily a reliable indication to what the current situation is. And even the Mail itself wonders, "But the startling scale of the increase, and the sheer numbers, will lead to questions about whether excessive numbers of people are going on the register." And bear in mind that the definition of "sex offender" can be very wide-ranging, as for instance the accusation that they're trying to get Julian Assange for, "sex offender" in this case simply meaning that he allegedly didn't use a codnom. What it doesn't do is differentiate. I'm not English but for you to declare that most Brits are ugly inside and out is pretty offensive, and for that to come from someone who is from a place with huge womens rights issues and a seeming rape culture epidemic is way out of bounds I would say.
