Yes after the fire. But Christians were considered deviant. Rejecting all and also allowing women a role to lead. Before that no Roman religion allowed women power or even to join as Mithraism and Appolo cults.

And they were probably attached to the Jewish problem in Judea-Syria.

But a case can be made for Saul Paul being the first beast too. He was the original persecutor in defense of Judaism.
