Step-by-Step Creation of a World Government

I wish to present to the people of the world an outline of likely events that I think might precede the formation of a world socialist government and the inauguration of a future world civilization. 

1. The people who conduct the scientific and political discourse in the free world decide that the time has come to create a world government. They begin to outline the shape of such a government, including courts, a currency, a banking system, an official language or languages, bureaus and agencies, etc.
2. In every scenario of the future that we have examined so far there is always a moment when X occurs, an Act of God, and if X does not occur human will and intelligence prove insufficient for the creation of the envisioned future. In the scenario that I have selected X is a series of magnitude 10 earthquakes and their aftershocks which destroy a dozen major cities around the world. Intense volcanic activity releases a large amount of dust into the atmosphere, forming a planetary layer of dust at the upper edge of the troposphere. Scientists who study the layer say that it could begin to dissipate in as few as 5 years, but could remain in place for 100 years. This solves the problem of global warming, but it presents a new problem: mass starvation.
3. In the first year after the formation of the dust layer agricultural yields are a fraction of normal. UN relief agencies and other organizations cannot address the problem of world-wide starvation adequately.
4. Global tension becomes exponential as nations with large armies and scanty food supplies prepare to invade nations with larger food supplies. In the face of impending world chaos a panicked Secretary General of the United Nations asks the foremost scientists of the world to speak to the United Nations General Assembly on proposals to form a world government.
5. An overwhelming consensus in the United Nations overcomes the opposition of a few nations, principally the United States and Israel, by invoking an emergency change of procedure that effectively removes all power from the Security Council.
6. Members of the world’s intellectual community, many with names familiar to the average person, discuss their proposals for a world government before the General Assembly. The Assembly votes to create a committee to draft a constitution for the new government.
7. A coalition of 180 free governments rejects the authority of the committee because it fears that the non-free governments will force the Assembly to approve of a new government that will perpetuate the privileges, injustices, and abuses of the past.
8. The coalition of free governments meets in another city and asks that its member nations send democratically elected representatives to a Democratic World Assembly. The coalition decides to accept representatives from a limited number of nations like Yemen that are not technically democratic.
9. Only three months later democratically chosen representatives of the member nations of the coalition meet in a World Assembly to create a World Provisional Government. Meanwhile, starvation becomes planetary beneath sunless skies with cold summers.
10. The coalition of free nations uses its combined military strength to preserve world order and prevent a global bloodbath. The member nations combine their armies, navies, and air forces under an umbrella organization resembling NATO. They cannot put a stop to many local insurgencies however, and armies of terrorists roam through the Middle East, Africa, South America, and other regions, seizing agricultural products in rural areas and entering cities in order to confiscate food banks.
11. Members of the World Assembly vote to form a Provisional Government which will enjoy all the powers of a sovereign government during an interregnum projected to last for a year.
12. The Provisional Government has much to do, and committees are formed to address issues of security, world starvation, and the impending collapse of planetary ecosystems. The primary task of the Provisional Government and its raison d’etre, however, is the creation of a constitution and charter of rights for the projected Socialist Republic of the Earth.
13. The Provisional Government acts in a concerted, timely manner and creates the new constitution in one year, together with the legal and economic organizations that must be part of any government. Plans are in place for a world court system, world police force, agricultural department, environmental department, social welfare department, educational department, culture and media department, and science department.
14. Upon the inauguration of the Republic celebrations are short-lived and the World Congress and World Administrator meet to address the possibility of a world war. The unfree nations of the world are much less prosperous than the coalition that formed the Socialist Republic, but many of them possess well-armed and disciplined military forces. Many of these nations face immanent institutional collapse and social chaos because starvation is especially severe in their regions.
15. The coalition of the unfree nations issues demands upon the Socialist Republic that it cannot meet and refuses. Without warning the combined military forces of the unfree coalition attack the Republic simultaneously on several continents. A world war ensues that lasts for three years, but the combat does not escalate to the nuclear level because both sides fear mutual annihilation.
16. The Socialist Republic of the Earth is victorious because of its greater wealth, coherent political organization, better industrial base, advanced weaponry, relatively superior public health, access to food, and vision and moral purpose. The armies of the Republic now occupy all regions of the world. All national governments are dissolved and the former nations are incorporated into the Republic as local districts.
17. The old world order is dead, but July 4 of the New Age of Man is a practically lightness, cold summer day on which the farms of the former breadbaskets of the world form a new, almost plant-less steppeland. Everywhere on the earth one can behold a landscape of bombed-out cities, the twisted metal of former industrial sites, and barely covered mass graves. People everywhere must cope with a shortage of clean drinking water and wait in long lines outside of food rationing centers. Job No. 1 of the Republic is the prevention of epidemics of fatal diseases.
18. Nonetheless, the world enjoys a relative peace, despite the need for the Republic’s police forces to quell local disturbances. Michio Kaku speaks on the world’s media and asks people around the world to look beyond the present crisis and hope for a future in which a mankind free from national wars can create a new civilization of science and art in which every human being will enjoy both political and economic liberty.
19. No one will be homeless, no one will be hungry, everyone will enjoy free health care, and all will have access to a free education from preschool to university. Work will be meaningful, for the former economic system that created the tedious, mind-numbing factory job is gone, and factories will be sites where craftspeople gather to create useful products in an emotionally and artistically fulfilling way. Inside the bicycle factory each worker will create a bicycle from start to finish and sign it with his or her name.
20. The World Council of Churches hosts a world day of prayer and thanksgiving, and the inhabitants of cities and villages gather in churches, synagogues, mosques, and temples to thank the God or Reality of their conception for the survival of humanity in its greatest crisis.
21. Almost as though by an act of mercy the dust cloud begins to dissipate only five years after its creation. Crowds of people gather on hillsides and mountains to behold the first sunrise.

It can be accomplished in less than 5 years and needs only a global economic collapse to make it a reality.  The chaos that would ensue, along with the violence, starvation and disease would create an atmosphere of compliance to whatever the new boss demands.

I would have to imagine that after a series of magnitude 10 earthquakes wiping out a dozen major cities and triggering intense volcanic eruptions that coat the atmosphere, followed by three years of intensive world war, general insurgencies and raids, and five years of world starvation with a lack of clean water combined with general problems of disease outbreaks and barely covered mass graves wouldn't leave a lot of people left in the world to order around. How many billions would that kill off?

And shouldn't there be more in between #17 and #19? In 17 the world is bombed out and wrecked, people are starving, folks trying to keep epidemics from being fatal- in 18 there's police and a speech- then in 19 everyone has plenty to eat, housing, free education, and free health care. I realize all that wouldn't come from a speech, so what happens to cause or provide all this plenty and free stuff?

I admit I did  not read the entire OP. I did notice the mention of magnitude 10 quakes. According to the USGS they cannot happen. Consider revising your work.

Supervolcano eruptions are pretty powerful. Not sure why you think it would take large quakes plus a supervolcano to get things rolling.

@rashore Perhaps I should have made it clear that the description of the wonderful life was part of the speech by Michio Kaku. It is not realistic to expect a blissful world after 5 years of horror, but it is realistic to expect the rhapsodic Mr. Kaku to try to get people to hope again.

@and then The world government would have been created soon after the economic collapse, just as you said, but the refusal of the coalition of free nations to accept the United Nations committee prolonged the process for several years.

As for an "atmosphere of compliance"---don't underestimate the human being, who will not accept tyranny without a fight.

@stereologist On the websites I studied before including that detail, the consensus was that magnitude 10 earthquakes could happen, even though they have not occurred in known history and would be extremely rare. That is why their occurrence is called an "Act of God". This phrase is a legal term in the insurance industry and does not imply the actual existence of God---but I would like you to consider the possibility that karma is real, and that humanity has to date accumulated a massive amount of "bad karma", which must result in an unprecedented series of natural disasters. That is Theosophy. I admit that it is not empirical science.

The earthquakes are not important in themselves, but only as a trigger for the volcanic eruptions. 

I might be willing to replace the 10 with a 9.5 if you think that that kind of earthquake would do the trick. But while I think about that, why don't you go ahead and read the entire essay? To my mind it is very realistic. So many people these days tell us that "higher consciousness" will create the ideal future.

Certainly, there will be those who fight.  They will remain for quite a while, possibly, but they will not stop the process from occurring.  Even in the U.S., where that sentiment is greatest, there will be no way to effectively stop the adoption of a global system after a period of devastating hunger, disease, and random violence.

The USGS link stated that the magnitude of the quake is related to the length of the fault and there simply are no faults long enough for a magnitude 10 quake. A 10 is very much strong than a 9.5. The scale is a logarithmic scale base 10.

Quakes are usually not triggers for volcanoes, but volcanoes cause quakes. Not sure what websites you've been going to for info on geological processes. The claims of magnitude 10 quakes has been the rage for decades. It comes from the doom porn sellers of Y2K, Mars destroying Earth in 2003, the 2012 wackos, and maybe even the Jupiter effect aficionados of the 1970s. The number 10 is probably used because it is a round number and doom porn sellers need simple things to sell.

I did provide a link to supervolcanoes. People in the US can say Yellowstone, but that is not the only one in the US. There are many around the world and any one of them would be incredibly destructive.

A simpler disaster might be an earthquake in the spring in China along the Yellow River. Around 10% of China's arable land is below the dikes. The flood water would destroy the crop and famine would hit the most populous nation with 100 million at risk of dying. Now my figures are probably off and the farms not all susceptible to flood destruction, but it is something that could result in a huge international crisis not involving an outlandish scenario.

I'm not sure if you and I are thinking of the same Michio Kaku? I'm thinking of the 70 year old physicist. And while I would agree he's a great speaker that could inspire hope, I don't think he's such a good speaker (or anyone else for that matter) that his mere words alone would make housing, plentiful food and potable water, free healthcare and education suddenly come out of thin air. And also, considering he's 70 right now- wouldn't that mean this end of the world X is fairly imminent? If he's supposed to still be around 5 years after things start, things would then have to be starting fairly soon.

This seems pretty convoluted. A world government seems pretty inevitable, as our world becomes much more globalized and cultures begin to drift closer. I doubt it'll happen quickly, and possibly not in any of our lifetimes, but it's the logical conclusion to increased cooperation and understanding. Assuming we don't bomb each other back to the stone age, anyway.

@Sir Wearer of Hats The members of UM can judge for themselves by reading The Mahatma Letters by Koot Hoomi and Morya. Just because the group is called "The Masters of the Wisdom" is not in itself an adequate reason to decide that they are not wise. Everyone advertises. My little picture of Cupid is an advertisement. Your name and avatar are advertisements. We may not like a particular advertisement but it is "wise" to look beyond the label in order to form a more reasoned judgement.

In this case the "wisdom" is a body of esoteric knowledge, and the Mahatmas are claiming to be Masters of it.

Of course this all happens on a spiritual level. Others do not get that at times. Even we the prophets.
