Over the years NASA discussed several proposals for space planes. Without knowing which of these projects you are referring too it is hard to give a specific answer.

I suspect you may be thinking of the "Orbital Space Plane" programme that NASA ran. This was to produced an "Assured Crew Return Vehicle" (ACRV) as a life-boat the International Space Station.

After George W. Bush announced that NASA should return to the Moon and the go onto Mars the ACRV evolved into the Crew Return Vehicle (CRV) and became a programme that would lead to the next generation American spacecraft. The CRV winner was the Boeing proposal, later named Orion. Orion is an Apollo style capsule. With the selection of that design NASA dropped the idea of a winged space plane for the foreseeable future.
