Uploader comment: Snapped a shot from my deck this past winter; it was snowing and the sky was gray. It cannot be a reflection. I've read where red orbs indicate anger. I do not believe it is a particulate or anything similar. Any ideas?

in my opinion this seems to be a simple sun light flare of the camers lens.

This is interesting because you can see the movement of the 'orb'. My first inclination would be to say it is a lens flare but the movement and the fact the rest of the picture is not blurry makes me wonder.

It's moisture refracting light.
