They're light trails from holding the camera unsteadily in low light. This effect is very very common, and well known.

No this is not from a professional photographer.It's from somebody on the tour and yes the picture is blurry.But if you could please take your camera and move it around and draw me a unicorn with the light source with your camera. I would like to see that the chances of that happening are astronomical.

This doesn't look much like a unicorn. It wouldn't be difficult to intentionally create a light trail effect that resembles one more than this does. What I don't understand is why you ignore the fact that light trails are visible throughout the whole photo, making it very obvious what caused them.
