I'm willing to comment this. The modern era of UFOs began in 1933 during the Mussolini Government, in Italy. This comes from an all Italian research on old documents, a part of them being genuine originals. The book only exists in Italian though: http://www.internetbookshop.it/ser/serdsp....c=LRCNPOW97QPXX About explanations, there are even more. The ETH is one, then there is the psychological, psychopathological, parapsychological and religious hypothesis (not to spam, but they're at http://www.ufopsi.com/ufodc/introduction.html).

There may have been sightings prior to 1947, but it was Kenneth Arnold's experience and the coining of the term 'Flying Saucer' that kickstarted the modern UFO craze.
