You call that a success? hmm.... I got news for you: Europe is expected to outperform the Kyoto goals. We all knew that there would be an increases in greenhouse gases because the developing countries were allowed to under the protocol. The point is the increase was smaller than projected at the time. here are the latest statistics for 2009 Sorry I only looked at the reduces of the US in your link.
