British taxpayers to pay £1 billion a year to help poor countries fight global warming in new deal backed by Brown

British taxpayers will have to fork out at least £1 billion a year to help poor countries cope with global warming, under an international deal being backed by Gordon Brown.

The cash – raised from a slew of new taxes and higher fuel bills – will also help developing countries in Asia, South America and Africa build wind farms and solar power plants.

The fund is a key part of this week’s climate talks in Copenhagen and is seen by developing nations as a deal maker.

But the same time the taxpayers would get cheaper petrol...

You mean if prices stay the same for 20 yrs and the oil companies don't artificially raise the prices over and over again. Petrol will never get cheaper imo. Even when the price per barrel comes down the reflection at the pump is minimal to none in some cases.

If the oi price goes down today it is for February delivery. That is the soonest you would notice it at the pump.

The British Political Elite probably believe this is very Robin Hood, take from the rich and give to the poor.

Apparently they can not give money away fast enough so they are handing it out to poor, corrupt countries that will spend it on villas for their Dictators. Seriously what is the percentage of poor countries that create a global warming problem?

Oil is only linked to stock market when it is traded for speculative purposes. The real price is determined by supply and demand, as well as the reserve the countries have. The buyers of it cannot stop buying - but the sellers cannot stop selling, as otherwise they would have to shut down the wells, and then it costs a fortune to restart them again.

If the carbon emission restrictions are introduced, the demand must fall, same as the price - so OPEC is already negotiating the compensation! In longer term with the oil coming to an end, the Copenhagen plan would maintain the price at approximately the same level despite the reduction in production of it. Without this Copenhagen the price would grow at least in reverse proportion to the reduction. As soon as we live in the club of the countries which are wealthier and stronger than others, it makes sense for us to try helping them with alternative technologies and pay for this, then suffer uncertainty on the oil market.

But the drop in oil prices (if there isn't a stockpiling and manipulation of the market by reducing supply, much like we do with milk powder and butter here in nz) will be negated by the increase of taxes

This remains to be seen yet! This is a Consumer society! This means this Consumer MUST have money to do the shopping, otherwise the industries would die, the taxes would die and the government would die. There is no such government which can take ALL money the people earn - because this first of all would kill this government, leaving it without a cent in the next year. And then what? We pay taxes only as soon as we have the wages. Would you yourself work for free? Maybe you personally would, but this does not work statistically.

On the other note - how many taxpayers UK has? 40 millions? This makes it 25 pounds a year of new tax, 50 new pence per week! I bet sending a couple of cigarette packets a year to the poor won't set anyone broke. Of course there can be an uprising in Scotland :)

If its done with an intent to assist poorer countries from hypothesized catastrophic events caused by GW, i.e. improve irrigation, combat rising sea levels and develop their economy without causing pollution and excessive CO2 levels , then its a valuable cause. From what I gather most taxes will be forced upon power companies anyway. As Marabod said, once you break up the billion its probably less than charity contributions.

Like it or not, we're all living on the same rock but you are correct, what if your hard earned money ended up in the hands of a dictator rather than developing the country?

Nah, its better your money goes to your Queen which is costing British taxpayers something like £150 million a year and for what?, or even better, £1 billion a year in British taxpayers money to subsidise the deployment of British troops in Iraq.
