The fire service started out that way. It was the insurance companies that hired the firefighters to cover only the homes and businesses that were covered by the insurance company. Over time money was found to be able to cover the rest of the citizens, but that was by means of a tax; something people are not willing to pay anymore. The last station I worked at was so broke that items were being used long after they should have been retired...vehicles used past the point they were no longer dependable, benefits and pay cut to the point that an entire town had to depend on volunteers to be able to make up an engine crew; if the volunteers were working or could not make it to a call there were not enough full time employees to make up an entire crew...

The town had increased 5 times in population since the last increase to the fire department...no one was willing to pay a couple extra bucks a year to have a department that worked for the size of the community...so people risked having their homes burn down and risked long run times for things like heart attacks and car crashes...stuff that happened every day.

But hey, they saved 2 bucks on their homeowners taxes.

so maybe the city should have cut back on other things to get the fire service up to date. like the pay raises to the mayor and council.
