A special immigration court said Abid Naseer was an al-Qaeda operative - but could not be deported because he faced torture or death back home in Pakistan. He's won his case against deportation, & using 'human rights' legislation to do it. i.e. it would be against his human rights to deport him back to pakistan in case he is tortured, but presumably the human rights of the public to not be blown up are secondary.
