So they are just following people around with trucks, BUT USING NIGHT VISION GOOGLES OR THEY KNOW THE TERRAIN VERY WELL, to navigate in the middle of the night without lights on ( so they can sneak up on people and ambush them). The "ghost truck" could be just some type of cult lookout guard to scare people away. Also there were some reports of a "red" or "black" truck, which probably means people were just switching out their cars for patrol, also "earthbound spirits" typically do not possess such capabilities as manifesting into cars of different colors (their abilities tend to be much more limited), and following people for miles on end.
