Propaganda?What are you talking about?Do you even know?...Most Americans are unaware that one of the greatest threats to their freedom may be a United Nations program known as Agenda 21. The United Nations Department of Economic and Social Affairs, Division for Sustainable Development created Agenda 21 as a sustainability agenda which is arguably an amalgamation of socialism and extreme environmentalism brushed with anti-American, anti-capitalist overtones.

A detailed history on sustainable development, definitions, and critical actions. Section III of the Agenda 21 Plan addresses local community sustainable development. The Preamble and Chapter 28 discuss how Agenda 21 should be implemented at a local level. The United Nations purposely recommends avoiding the term Agenda 21 and suggests a cleverly named alternative: "smart growth." The United Nations Millennium Papers - Issue 2 (page 5) says this of Agenda 21 and smart growth:

Participating in a UN-advocated planning process would very likely bring out many of the conspiracy-fixated groups and individuals in our society such as the National Rifle Association, citizen militias and some members of Congress. This segment of our society who fear 'one-world government' and a UN invasion of the United States through which our individual freedom would be stripped away would actively work to defeat any elected official who joined 'the conspiracy' by undertaking LA21. So, we call our process something else, such as comprehensive planning, growth management, or smart growth [emphasis added].

Undoubtedly, residents of any town, county, or city in the United States that treasure their freedom, liberty, and property rights couldn't care less whether it's called Agenda 21 or smart growth. A recent example of this can be found in Carroll County, Maryland, where a smart growth plan called Pathways was drafted by the County Planning Department. The plan, if enacted, proposed a breathtaking reshuffling of land rights:

Rezoning of thousands of acres of beautiful, low-density agricultural farmland and protected residential conservation land into office parks

Down-zoning of agriculture land to prevent future subdivision by farmers

Up-zoning of low-density residential land around small towns into higher density zoning to permit construction of hundreds or possibly thousands of inclusive housing units, including apartments and condominiums

Inclusive housing with placement of multi-family construction on in-fill lots within existing residential single family communities

Endorsement of government-sponsored housing initiatives (subsidies) to ensure healthier, balanced neighborhoods

Carroll County, Maryland is one of 1,168 cities, towns, and counties worldwide that are members of the International Council for Local Environmental Initiatives (ICLEI) - Local Governments for Sustainability, which is an international association of local governments as well as national and regional local government organizations that have made a commitment to sustainable development. The ICLEI mission statement closely resembles that of Agenda 21. In fact, the ICLEI has Special Consultative Status with the UN Economic and Social Council and coordinates local government representation in the UN processes related to Agenda 21.

Community leaders working together in Carroll County recently defended their county against overreaching smart growth initiatives. Richard Rothschild, a candidate for Commissioner, emphatically remarks, "Smart growth is not science; it is political dogma combined with an insidious dose of social engineering. Smart growth is a wedding wherein zoning code is married with government-sponsored housing initiatives to accomplish government's goal of social re-engineering. It urbanizes rural towns with high-density development, and gerrymanders population centers through the use of housing initiatives that enable people with weak patterns of personal financial responsibility to acquire homes in higher-income areas. This has the effect of shifting the voting patterns of rural municipalities from Right to Left."

Smart growth plans usurp property rights and constitutional rights. Local officials, at the behest of State Government, revise zoning laws to fit into a "smart code" zoning template. A massive reshuffling of property rights ensues. Farmers may lose subdivision rights; conservation land adjacent to population centers may be rezoned into commercial employment centers; and low-density land in small towns is re-designated as growth area and rezoned to accommodate diverse housing including high-density apartments and condominiums.

Finally, a healthy dose of federal- or state-sponsored housing initiatives is embraced to ensure communities are properly balanced. The net effect of these plans is to create highly urbanized population centers throughout otherwise-rural counties, while simultaneously limiting the availability of land for suburban and estate subdivisions, as these are considered an unsustainable waste of land by Agenda 21 disciples.

Clearly, smart growth plans will impact Americans' future choices in where and how they live. Furthermore, the Environmental Protection Agency (EPA) and other federal and state agencies may attempt to deny grant funds to states and cities that do not adopt smart growth plans.

Most Americans will remain unaware of the implications of smart growth and Agenda 21 until after it is promulgated in their own backyards. Ironically, these plans are more insidious than the Eminent Domain ruling by the Supreme Court in the case of Kelo v City of New London. Under Eminent Domain rulings, property owners usually receive compensation for their losses.

Conversely, smart growth municipal plans, required by statute, enable municipalities to change zoning laws and engage in other regulatory actions that devalue property, restrict off-conveyances, and otherwise erode property values without payment of any compensation to the property owner.

Smart growth has another interesting unintended consequence: it can disrupt conventional alliances and lead to strange political bedfellows. Rural urbanization plans may raise the ire of environmental groups while simultaneously stirring the wrath of both conservative and liberal residents that want to maintain the rural fabric of their communities. Conversely, developers, sensing opportunity, may side with government smart growth bureaucrats in support of these plans.

Regardless of political orientation, two indisputable facts remain. Agenda 21 is a direct assault on private property rights and American sovereignty, and it is coming to a neighborhood near you.

These Machouses are built to such a low spec that they cost enormous amounts of money to heat them and cool them. They are built so far out of town that it has turned everyone into long distance commuters and with the current cost of oil many are facing difficult decisions about where to spend their money - drive to work or feed my kids. These houses are mostly built in totally inappropriate places and require vast resources to service them - water pumped long distances just to be thrown onto lawns which otherwise would be bare earth. The totally unsustainable nature of these estates will mean that most will become abandoned and have to be bulldozed - which represents an enormous waste of resources.

Unfortunately sustainability (Agenda 21 that is) is essential to creating a future which actually works and doesn't lead us to a series of disastrous environmental catastrophes with sever impacts on farmers, workers and populations.

The fact that adjustments place certain restrictions on unfettered capital - doesn't make them the wrong thing to do.

It is a prime example of a program that walks the fine line between sincerity and corruption. I fully endorse the proposals of Agenda 21 but I have little to no faith in governments and administrators to implement them fairly. They are bound to favour people they are in contact with. Don't tell any body cos this is their big secret. They work together across governments and markets, some call it collusion others collaboration but if we are smart we will follow their example and work together to create better communities.

If we do not get with the program and resist based on paranoia then it will take longer and the transition will be more painful. It is tricky because there are so many Capitalists like Al Gore and Maurice Strong who are nothing but wolves in sheeps clothing. They know what the world needs and they are squeezing cash out of people swallowing what they drop them. Strong is a UN advisor and mastermind behind Agenda 21 and owns a massive new age retreat. This is a case where a conflict of interests seems to arise and more needs to be done to hold people to account but even that is a waste of time. Resource Based Economies cannot work effectively without big changes being made to the way society operates. A Resource based economy and a Market economy do not marry all that well and would lead to widespread inequity. How's about instead we do away with politicians and Democracy and endorse Meritocracy where people are elected from being experts in fields of consequence who can make the important decisions rather than trained liars and turncoats who will sell the people up the river for whatever they can get.

The people who should making the decisions are scientists and conservationists as well as architects and engineers, don't forget sociologists and psychologists and even cyberneticians. If there is a basic income level set and then a ceiling, the result would be vastly reduced alienation and a happy society. Daniel I have not and do not base my knowledge on Al Gore. I have never seen "An Inconvenient Truth" or read any of his books. He is not my Guru.

Its all a bit sad and pathetic this constant harping on about a man trying to raise awareness of a problem which no-one wants to listen to. He is a politician and a businessman doing his job. I am not a particular fan, but I respect his attempts to do the right thing at enormous personal cost to himself.

... If you want to know why Agenda 21 poses such a threat to our way of life in America, and who is behind it, read these quotes from two of the founders, planners and supporters of Agenda 21:

1. "Individual rights will have to take a back seat to the collective." – said Harvey Ruvin, Vice Chairman, ICLEI. The Wildlands Project. (You can't get more communist than using the word 'collective' in a sentence).

2. (He's talking about humans who work for a living and build things - that's you and I)

The creators of Agenda 21 and ICLEI believe in Social Justice which is described as: "the right and opportunity of all people to benefit equally from the resources afforded us by society and the environment." In other words, they are talking about the Redistribution of wealth, your wealth. They look at private property ownership as a Social Injustice since not everyone can build wealth from it. National sovereignty is also looked upon as a Social Injustice. This is all part of the Agenda 21 policy and their ultimate goal is to do away with private property rights and they want government to take control of all the land. ...

These public "comprehensive plan" meetings are designed to create a "sustainable vision" for the community. The next step is to convert an approved plan into a set of new regulations and ordinances that are enforceable with fines and other penalties. The comprehensive plans are always very long and complex so that few people ever take the time to read them, with the exception of the professional planners, elected and enforcement officials. Remarkably, the "sustainable vision" in every community contains essentially the same elements: restricted auto traffic; bike trails; walkable neighborhoods; integrated housing; high density urban boundary zones; conservation areas; new building restrictions; many new citizen committees, green belts; no-build areas; view sheds; and much more – all taken directly from Agenda 21.

Ironically, these comprehensive plans are more insidious than if the local government took property from private individuals via Eminent Domain. At least in Eminent Domain procedures, the property owners are usually compensated for their loss. Conversely, when local governments implement Agenda 21 "sustainable development" comprehensive plans through the use of zoning law changes and other land use regulatory actions, they devalue property, restrict off-conveyances, and otherwise erode property values, without the payment of any compensation to the property owners.

Before the 2009 election in the town of Chatham, the Republican candidates for town offices reviewed the new draft comprehensive plan and found that there were many proposed new zoning regulations that could drastically increase homeowners' taxes, cause them to pay a host of new fees, restrict the use of their properties and reduce their property values (slealth Agenda 21). They brought their case to the people with a mailer and personal visits to every household in the town. They identified every threat to personal property rights and referenced them by page number to the draft plan. This awakened the people to what was going on. In November of 2009, an overwhelming majority of town residents elected the candidates to the town board, mainly to protect the rights of the property owners and taxpayers as the plan begins to be implemented in the future. This was a win-win campaign issue.

"In attending (Pinellas) county commission meetings over the past year, our members have been shocked to discover the implementation of global governance throughout all facets of our local government," Haselden explained to each candidate. "Terms such as smart growth, greenprint and sustainable development indicate U.N.-based policies being implemented locally under the general umbrella of Agenda 21."

The 9/12 group wanted to know what the candidates knew about Agenda 21. McCalister claimed to be the candidate most informed on the issue, since the beginning of his campaign. On the opposite side of the spectrum, LeMieux admitted that he had just learned about the concept from the Martin County 9/12 group earlier that week.

The South Pinellas 9/12 Patriots have strong opinions on the issue.

The agenda in general outlines policies to create sustainable development throughout the world by encompassing social and economic dimensions as well as the conversation and management of resources, according to U.N. documentation.

"If you believe in the climate change being imminent and treacherous and dangerous, then it's easy to accept a lot of proposals of solutions," Haselden said. "If you do not believe that, then you have to start saying, 'Well, why?'"

Haselden was quick to clarify the issue, however.

"Our main point is certainly not this topic. It's just one of many things that are undermining the Constitution of our United States," she said. "America right now, I think, is at a pivot point. It's either going to go more global: let's take away the borders; let's just have a one world. Or America is going to remain sovereign."

The greater outlook of the 9/12 agenda includes a focus on economic issues. The group wants a balanced budget, along with the elimination of national debt and the reigning in of subsidies and earmarks, a lesser dependence on foreign oil and a limited government that stays out of the way of American businesses. Keeping track of the proposed legislation and policies surrounding those goals forces all the local members to remain more glued to their computers, researching the various issues, they said.

"We have people that read about it and track it all the time," Lampe said. "There's so much coming down the pike, it's impossible (for the public) to even keep track of."

Educating the public is at the core of what 9/12 is all about, he said.

"These are the complex issues that the citizenry face and they're not getting (it) without the spin," Haselden said.

The agenda in general outlines policies to create sustainable development throughout the world by encompassing social and economic dimensions as well as the conversation and management of resources, according to U.N. documentation.

"If you believe in the climate change being imminent and treacherous and dangerous, then it's easy to accept a lot of proposals of solutions," Haselden said. "If you do not believe that, then you have to start saying, 'Well, why?'"

Haselden was quick to clarify the issue, however.

"Our main point is certainly not this topic. It's just one of many things that are undermining the Constitution of our United States," she said. "America right now, I think, is at a pivot point. It's either going to go more global: let's take away the borders; let's just have a one world. Or America is going to remain sovereign."

The greater outlook of the 9/12 agenda includes a focus on economic issues. The group wants a balanced budget, along with the elimination of national debt and the reigning in of subsidies and earmarks, a lesser dependence on foreign oil and a limited government that stays out of the way of American businesses. Keeping track of the proposed legislation and policies surrounding those goals forces all the local members to remain more glued to their computers, researching the various issues, they said.

"We have people that read about it and track it all the time," Lampe said. "There's so much coming down the pike, it's impossible (for the public) to even keep track of."

Educating the public is at the core of what 9/12 is all about, he said.

"These are the complex issues that the citizenry face and they're not getting (it) without the spin," Haselden said.

UN's Agenda 21 and "Sustainable Development"

ICLEI was founded in 1990, as the 'International Council for Local Environmental Initiatives,' at the World Congress of Local Governments for a Sustainable Future, held at the United Nations in New York City. According to its website, ICLEI describes itself as "an association of over 1220 local government Members who are committed to sustainable development." Spanning over "70 different countries and representing more than 569,885,000 people," ICLEI facilitates local governments in the implementation of UN Local Agenda 21.

You can find out if your local government is member by taking the following three-click challenge:

• Type WWW.ICLEI.ORG on your web browser & click go
• On the top bar menu of the website click on "Members"
• On the left side column click on "Global Members"

Scroll down to the United States of America, or other country of your choosing, and see if your local town or city is listed. If listed then you will know you're a member, but if not, do not celebrate just yet; your local government may already be implementing Agenda 21 and sustainable development.

Some buzz words to look out for in your local community are mentions of "smart equity," "smart codes," "smart growth," "sustainable consumption," "sustainable development," "sustainable land use," and "open space." These terms are normally associated with your local government's board, committee, or department of "sustainability" or "redevelopment."

These agencies are usually comprised of their own staff and governing board, appointed by your local government. You might not be aware of this because the establishment of such an agency would have likely occurred without your vote or consent and is now passing ordnances and regulations affecting your livelihood, family, home, and property.

Using ICLEI computer software and smart growth models, a host of new regulations and new zoning laws are implemented by these agencies. One such commonly used model lays out the following new law:
