I'd say what you saw was a flock of early migrants that were blown inland by the recent hurricanes and tropical storms. This happens quite regularly during hurricane season every year..Birds who have been rerouted by gale force winds often lose their way along their migration route. Often they are confused, starving, tired and severely stressed out. Sadly; many don't survive..
