It would essentially block DNS servers(the hosting) of web domains(the URL name) to take the websites offline.

But they want the US to police the internet globally not just locally. So if you're a site in the Netherlands you could still be shut down from this act by the US government. All it'll do is a create a legal mess for the tax payers instead of the mpaa filing civil lawsuits themselves.

So if I use a DNS outside of US jurisdiction or the IP address directly, it has no effect? Seems kind of useless.
