The bristles were probably worn on a slight angle from sweeping in one direction more than the other, resulting in it being able to balance like that. There could have been someone else sweeping it's floor anywhere else in the universe and inevitably the entangled, lonely broom did the same. The simple answer is that, it either had really, really good balance, which would be very rare but not impossible. I think it would be even more strange if this NEVER happened throughout humanity.
