Common complaint is Iron Man is always fighting an armour variant or ripoff of himself.

The comic book there's alot more interesting villains. I agree.

But the tone of this movie is quite different than the two previous two. Dramatic Iron Man?

Well, it has only been two movies. But, he will be battling more armored villains in this too. Quite a few, infact.
