The way most people distinguish a country like the States from a real police state is, first, whether the police are under civilian control, whether prosecution and judgment are independent of police decisions, whether there is civilian investigation of police misbehavior, whether police misbehavior is even punished, and whether police must follow procedures like getting warrants and having "reasonable cause," and so on. 2 Link to comment Share on other sites More sharing options...
