That would leave the door open for the Dems to just demand whatever they want as soon as they have a majority in Congress (which, given how people feel about the shutdown will be rather sooner than later) or Senate or refuse to pass a budget. Extortion as another means of politics. Fantastic! And then you don't even need a majority! Pass a budget? We have been riding the CR Train for years! "Obama caving in" is not the only solution to the demands of the Chinese, but it is the only solution which requires America to rescind a perfectly legal and constitutional piece of legislation to achieve the debt repayment. The other solution, which does not require America to grant extra-legal authority to the Chinese, is for the Republicans to sign off a CR budget, put this fiasco behind them, and start being the actual opposition the country needs, rather than simply playing to the Party needs.
