Hmm, in the article it says that the pilot one will be built in waters governed by French Polynesia, but they hope for others to be in international waters. If they're going for political autonomy, I reckon' it's a chance for me to be a president! :)

Nope. Depends on the size/depth/where. Might manage hurricane/typhoon/tsunami way better than many other coast cities.
