It was allowed to leave the "Russian empire" freely any time it wanted to and was governed by the Communist Party of Ukraine and the Ukrainian Mykola Andriyovych Livytsky during the Chernobyl Disaster. That's like saying that, since the decision for Britain to go to war in Iraq was made in London, it was an English decision rather than a British one; or that, since the idea for America to go to war in Iraq was made in Washington, it was a Washingtonian idea rather than an American one. No. It really isn't. Sorry Scotland, Wales and Northern Ireland have meaningful representation in Parliament, and access to a free press to express any disagreements that they may have. The various States of the USA elect their representatives to Congress, and have access to a free reasonably-priced press to express any disagreements that they may have. The Ukranian Soviet had no meaningful representation in the actual decision-making bodies of the Soviet Union, and had free access to the KGB prison cells if they expressed any disagreements. Kyshtym disaster, Kyshtym dwarf, the Chelyabinsk meteorite, now radioactive dung falling down from the sky.
