Cyanobacteria

The blue is most certainly pigment from cyanobacterial cells that have been broken apart by freezing.  Most cyanobacteria contain two intensely blue pigments, phycocyanin and allophycocyanin.  Sometimes they contain a third pink pigment called phycoerythrin.“

Lucky that we have science. A few hundred years ago, people would probably have thought "Wow, blue snow, it must be magic, maybe if I eat it I will get God-like powers.", and then they would get ill by eating cyanobacteria.

We have Yellow snow here too, must be some world wide thing...I will not eat yellow snow !

Blue icicles...

 The W Road winds up Signal Mountain, and people who travel it often know the twists and turns of its hairpin curves.

Something they are not used to, however, is the sight of bright blue icicles.
