Sure it can, eventually.  Currently, the human would have to be on foot.  The car could hit him and claim it was not responsible because of a software glitch..

Somehow I can't see the NASCAR crowd piling into a track and drinking lots of beer while watching Robocar #33 go around the track. The AI would need to add the normal banter such as "She's running a bit lose", "She's running a bit hot."  All that would be monitored in the Pits. Sort of takes all the fun out of it.
