An End to the Diversity Visa Lottery 4. Restrictions on Family-Based Immigration House Speaker Paul Ryan stated that he believes that President Trump will get his four pillars today maybe. He went on to let everyone know that there are 9 democrats they need to vote yes for this to finally become law. Will congress act, will it finally be fixed? One thought.... why does the bill need 9 democracts ? Don't the republicans have majorities in both houses ? They seem to always have something they don't agree on, unlike the democrats who stick together like glue. I'm confused about the Filibuster Rule. Uncle Sam Posted June 27, 2018 #9 Share Posted June 27, 2018 (edited) The house needs 60 votes to pass a bill, reason Republicans are short by 9 because they can't just ram through a bill thanks to Democrats refusing to work with them, thus they are lacking the necessary 60 votes to pass any bill they bring before the house. (or are some republicans opposing the bill ? ) Bills have to pass the People's House (of Representatives) with a simple majority of the 435 members but then they have to pass the Senate by 60 votes. There are 51 R's, 47 D's and a couple of so-called independents who always vote with the D's so some D's are always required to get legislation through the Senate. While this IS true, let's be honest, a couple of the so-called R's regularly refuse to vote for Republican bills, also. The two from up northeast almost never seem to vote with the R's. That's why this "red wave" stuff is so silly. We'd have to have about 65 Republicans in the Senate to be assured of passing bills without the threat of being stalled by a filibuster. Only when something gets mass appeal does it get passed, but the Progressives are deliberate obstructionists. I think I'm understanding more about why it works that way but it can only work for the good of the Nation if the Framers were understood in the constitution,right? We're being invaded and some on congress are like the enemy allowing it. They need to be voted out. This is why I think some individuals were not suppose to ever vote. I know some will not understand that. I do believe that the intent of the Framers was to insure that Congress would vote with the best interest of the country at heart. Progressives vote for what is best for the party. That's why Franklin replied "A Republic, if you can keep it" to the question of "what have you given us?" He knew it was ultimately up to the people. It is still in our hands, but groups like the MSM have given up their rights. It makes it more difficult.
