I think its a bit like a bum bag but goes right around your waist and back to store long eels, the fatter you are the bigger the eel you can store?

I'm going with orafish as well. Debris doesn't usually lift its head and turn it sideways.

Clearly an animal since the sea is calm and there are no waves who could cover and uncover the object. However if I look in parallel with the shores I do not see the object to be moving at all

I spent many a holiday on the Isle of Mull and many a hour stood on the edge of the shore or rocks fishing for dinner.. and the many times a saw this type of thing has the tide was coming in was coming in, and may times i had to second glance and once or twice took a step back when I thought it was some kind of sea monster... only to see it was see weed moving has the tide rolled in... not to mention the amount of lures I lost getting caught in it has a reeled in..

Looks like one of those rubber mats that they use to launch boats off the beach.

Is there a sailing club nearby?

It looks like an eel to me too. Odd place for it to be tho they're usually in deeper waters around here atleast. Possibly sick or injured hence the odd behaviour.
