No mystery here. The FBI in San Francisco just doesn't have anything better to do. My understanding is when you budget, if the money isn't spent then you lose it next year. Had to waste that money on something, right?

I don't know why they didn't respond to the letter of the supposed escape and compare the guy ADN with the hair on the decoy head's...would have been able to solve it.. but no they wanted to do some 3d printing with taxes money instead...
