So apparently he thought the police were shooting him with a sonic weapon designed to target dogs after he asked them not to. So he bicycles up and shoots Officer Corona while she helping out at a three car collision.

Likely not as he had to surrender his gun last time he got arrested.

This guy needed serious head help before being let loose. How far does someone have to go before their unstable minds are deemed a threat?

As it happens he is no threat anymore, but has taken an innocent life with him.
