But in Finland's capital Helsinki rough sleeping has been almost eradicated thanks to a groundbreaking scheme. What can cities in the UK learn from the Finns? Emerging from Helsinki's grandiose central railway station on a bitterly cold evening, it does not take long before you notice something unusual. There are no rough sleepers and no-one is begging. Population of London is 8,000,000 We would need to build a HUGE amount of houses - or convert existing buildings - to deal with the sheer number of homeless people. Except we CAN'T .. because most of the various Council's housing stock is being used up dealing with Asylum Seekers and 'refugees'. Finland doesn't have that problem.
