Extremely local. Japanese Buddhism teaches there is no such thing as predicting the future and there was anti-superstition/ anti- prophet laws in effect for centuries.

I wonder if the toads have begun marching uphill also....seriously though  I thought some animals were aware of pending earthquakes and behave strangely before the quake...

Dogs, cats, geese. Usually close to the event the feel the beginning tremors. .....me thinks....
