Think about it, her husband was sad after she died, and walked about on the bridge that connected his house to the rest of the world, so it makes perfect sense that his wife's spirit would while away eternity there luring dogs to their doom. And why that bridge in particular? Well, it's a popular dog walking spot so there are a lot of dogs crossing it. It's very quiet traffic-wise, so a lot if people let their dogs off the lead. The wall over the bridge is fairly low on one side, but being a bridge over a ravine, is quite high on the other. The wall though is high enough to prevent a dog seeing over it and realising there's a drop on the other. Dogs don't really get the whole small wall on one side, big drop on the other, so they jump over. Plus the wall has little battlements on it, and between these, where the dogs are jumping, the wall is steeply angled each side like a little roof. So even if a dog only jumps onto, rather than clean over, the wall the apex, the smooth concrete surface, the fact they're already nose down over the apex, and their own momentum, conspire to tip them over.
