Had this not been presented as optical illusion the "meter" would have said 101% paranormal .000% anything else.

I've seen that in Colorado.  It's caused by the observer's shadow on moisture droplets in the atmosphere.  The halo is created by the slightly-different perspective that each droplet has to the observer and the sun, much like a rainbow.

Next time you're outside on a humid day, turn your back to the sun and see what you can see.  (Helps if you're up on a hill.).
