It might not sound like a regular bear but it depends what that bear ate the night before. That can change its tone.

First impressions would  be like a big cat, then maybe a wolf. Judging by what Ive heard cats and dogs do. Then a bear

I was thinking cougar or bear but after listening to several videos it doesn’t sound like them. Completely different quality and shape of sound

It sounds like a human in pain to me.  Not a wolf, maybe a big cat.

It's a black bear.

Sioux Lookout is really quite a beautiful place, and has a fascinating history. 

Went to their blueberry festival a few years ago and did a little exploring while there.

If you think that sound is freaky, you should hear a moose!

Definitely a wolf's howl (just in time for the season), it's simply distorted by strong echoing inside some ravine. I've heard similar echoing in forest many times, it's quite strong but also quite short, and distorts sound very heavily.
