Definitely an extraordinary craft from another world/dimension. That explains the super short video. It is the rule, no long steady shots of alien spacecraft allowed. 

Another rule, NO ONE ELSE can film it or even react to it.

How do they determine that it's spinning? I can barely see the damn thing and it just looks like reflection on a window...

There seems to be two of them. One in the sky, one at the tree line. So, I say reflection or something.

Stationary idling car, vibrating light that seems to be in the sky. I'm 99% sure its a reflection in the window.

It does look like a reflection.

I find people dont even pay attention to the other cars, or drivers, much less the sky, so no one else paying attention to it isnt really a good reason to disregard.

The top one just looked like a break in the clouds to me. The lower one was strange. I have no idea what that was.

The top might actually be the reflection. The bottom might be the source, like a wind turbine of some sort.

nah surely a burning flying big ! with all their fat they can catch fire if they come close to the sun !
