If you're referring to the New Age belief that repeating number sequences represent the presence of angels, spirit guides, or other types of spirits, then yes, some people do believe that. But in reality, however, angels and spirits have nothing to do with it. Post-hoc reasoning and confirmation bias, on the other hand, do.

And most people have a pretty accurate internal clock, so your subconscious will tell you when to start checking the phone/watch for the next 'coincidence'...  Plus, we all see the time MUCH more frequently than we ever have...

Thinking the clock shows repeating digits every time you look at it is pure Cherry Picking and Confirmation Bias, which are two of the more popular Logical Fallacies. 

Cherry Picking: You remember every time you see 1:11, 2:22, or 5:55, but conveniently dismiss and forget all those other times you see 7:28 Or 9:13 And all those other dozens of non-repeating number times.

Confirmation Bias: you see 3:33..Or another repeater time and exclaim "See, I knew it! This proves I'm right about seeing repeat digits. But again you conveniently disregard and thus fail to note the fact that you looked at the time about twenty times before this and saw no repeat digits.

This .... but also add in the fact that we (or most of us) have a quite accurate internal clock that will, subconsciously, make you start looking for any numeric displays or clockfaces (includng via peripheral vision), as the next number pattern approaches.

I find it interesting, and rather telling, that those who believe this stuff is somehow paranormal, don't actually think it through and consider all potential causes..
