Is was pretty obvious it was going to be unconstitutional. States cant determine Federal election law.

An Den?  Of course it does.  And this one didn't meet the Constitutional measure for the supremacy clause.  I'll admit, though, I'm surprised the Cali court didn't just rubber stamp it.  Maybe they still have a few serious jurists they haven't managed to remove yet.
