It's just that...what are the chances every noob witch just happens to have a relative with an ancient grimoire...really? 

Seems like there's an awful lot of em floating around. 

Imagine the money they'd get from scholars...and it sounds like they'd need it...what with no free money spells, ya know.

A lot of the old text are hard to come by. As it stands the occult is basically just a cash cow. Dime store witches.
