If the guy looks down a bit he will see some of the lights in the town also look big and round. If he had been standing at the other end of town he could have seen more of the helicopter. Infact, if he kept on filming he would have eventually seen it was a helicopter (maybe he did). I actually used to live just about below where the lights are. The way the city is set up for some reason thats where people end up being funneled to when theyre running from the cops.
