The "Kryptos" Translation.  It says, "Stay Clear of Surface Detection Areas for Safety, for further Possible Attempts" ................. just by looking at this information, any probe or rover activity, really halts everything ................ furthermore, the "official date of transmission" whenever that was, could of easily just ended up damaging a rover, and that is that.  Mars has been a Failed Experiment....................if all vehicles and craft were disabled both on mars and in orbit, then, they system may reset and transmission may take place, but that is very unlikely.

Someone wants the space agencies to believe, that we need to have a long standing operational presence on mars, and unfortunately, maybe the next time something like this takes place, you can, shut down all, vehicles and craft in orbit, temporarily ............. i think mars can reach the earth, if it wants ............. regardless if the system is not threatened or nothing is taking place, it does not have full operational awareness the way it should of the surface or its orbit, it can just detect things thats all, and then based on some measures.

Let me get this right: A Mars probe which was  was launched in 1999, was retuened in 1965 ? Quite a feat to return a probe 34 years before it was launched. In addition the Pioneer probes were well outside the solar system, thus not anywhere near Mars.

After the "Cydonia Institute" and that was a source of major disclosure for the planet mars, didn't amount to anything really then ................ "MUFON" came out of now where, that was supposed to be a major source of information for mars, but also did not amount to anything.
