Logically, the fence part is either a perimeter to keep other bugs away, or to keep the baby spiders in - maybe until they grow strong enough to climb over it. The purpose would probably be a lot more obvious if they could find the spider doing it, or at least watch the babies hatch.

Next time you see one, bug guys - collect it and wait for them to hatch. Doesn't seem like a hard mystery to solve.

I would guess the central tower dissuades flying predators from landing and eating the eggs, and the fence similarly dissuades walking predators. Even if it turns a 100% chance of being eaten into a 50/50, that is reproductively huge.
