As you are aware, Congress has stymied his every effort at building the wall.  Where would it be by now if he had had their cooperation?  The money that you mention also has to come from Congressional action, not the President.  No one is "kidnapping children".  You should find a new line to parrot.

I am aware that Congress doesn't like the idea and has refused to fund it.  So he took funds from military construction in violation of the 1974 Impoundment Act, thereby breaking the law.

Where would it be?  It might be a useless monument to Trump.  It would not be halting illegal immigration because most of that comes from people that we have let in who over-stayed their visas.  To be effective, the wall would have to keep us from admitting more people.

The money to pay scientists is still sitting there and will be until the end of September.  When someone leaves the Federal govt, their salary money is used first to pay off unused benefits, like sick leave and annual leave.  The rest just sits in the account until a replacement is hired.  Some money needed for vaccine production is available from emergency funds set up by CDC.  The rest would require an appropriation.  Trump needs to have a request for funds ready as soon as the CDC tells him they're ready.  He could even use some of his misappropriated border wall money, but I think Congress will want that restored to its original uses.

What do you call it when a kid is forcibly separated from their parents and taken away?  There are about 7000 kids in this situation courtesy of the Bully-in-Chief.  The administration charges fees for hearings.  The parents who are unemployed are supposed to pay thousands of dollars for a hearing to get their kids back.  THAT is kidnapping-for-ransom, a crime that carries a double life sentence.  A lot of ICE agents could end up behind bars over this.  The argument that they were obeying orders is void because one cannot legally obey an illegal order.

It's no different than what happens in every county in the country when either the parent or child breaks a law.  Many American citizens sit in jail because they also can't afford what the court requires.  None of this is exclusive to illegal immigrants, except liberal tears.

When children are removed from their parents by the courts they are not adopted out unless there is nobody else to care for them.  They are placed in foster care and returned to their parents upon completion of sentence.  Immigrant children are not returned to their parents.  It is the responsibility of the government to pay the court costs as it is the one that created the problem in the first place.

Because our jail system is broken does not constitute a reason for not fixing it.  Being as bad as somebody else is not the same as being good.

All SCOTUS order means is that nobody will be held accountable for their misbehavior.
