Best quality yet. In all seriousness, if you are referring to the red/orange burst in the top left, then it could be one of two things; lens flare or finger on the lens. More seriously, what is the background to this image? I'm guessing it's a very old scan of a negative on film, perhaps? If it is, the 'white' bits are probably not even parts of the original scene, but correspond to dust and other gunk like fingerprints and grease/dirt on the negative, thusly: Note that the original negative would not have have looked exactly like that, as most negatives have a color cast that is removed by the scanning software. I used to do a lot of film scanning, so I've seen many images with similar debris.
