Quoting directly because you think you can twist the quote to suit you isn't academic when you're not just crediting the source BUT more importantly the reasons behind the quote. NO, the US Air Force AS A WHOLE DID NOT come to that conclusion. One representative, WHO WAS A BOMBARDIER did and his opinion in no way speaks for the entirety of the US Air Force.
