Is there any drones that can go 3000ft up?

I'm wanting to guess misidentification, but people from 2 different crews say they seen it.  Bummer they didn't snap a pic.

Drone can go well over that... gone in the cloud at about 10000 ft before losing contact with my racing drone. It can be a rc flying man, some exist and fly  well:

Why not? I go over 6000 ft in my car all the time.

Years ago I saw what i assume to have been a drone dipping in and out of a cloud very very high in the sky. Pretty sure they do.
