Was it a physical weapon or a gas or drug?  It sounds more like some kind of sound was used based on the article.

I've had several immaculate concussions especially that time in Havana I remember getting on and off the plane and something about a swim-up-bar in the pool and nuttin else.

This sort of thing has been going on for decades and possibly isn't a weapon. It may be rather an inadvertent occurrence when a tower or something gets a little off frequency.

It makes me think of how the microwave was invented. A technician in the military up in Alaska was out working on one of the radar dishes. He had stuck a Hershey bar in one of his outer pockets. When he reached in his pocket for the bar it was melted. He got to thinking about it and talked to some people and from this accidental discovery we soon had "Radar Ranges". They didn't have enough redundant safety cutoffs and a lot of people got hurt reaching it to stir things and the law suits sent Radar Ranges into history. One time exposure for just a little while wasn't immediately catastrophic but repeated exposure caused effects that were at first misdiagnosed as some form of leprosy when peoples fingers started to fall off. With all of the microwave transmissions and other electromagnetic emissions that are intense in urban areas it may occasionally have some bad effects on people.
