Was the Dome of Light a secret Soviet weapon?

So it seems that they don't actually know anything at all, but thy're ,just saying "well, it might be". I'm sure that, since a lot is known now about Soviet Cold War technology, - there are many Russian writers who've explored the subject - it should really be possible to find out more. Possibly some form of shielding against radar or electronic probing?

I'd start with the source. Let's have a good look at the FOI material,and not just take their word (The War Zone) that it exists and that is what it says.

the Drive is a decent website and the warzone has a very deep bench in war technology research as well a plethora of interesting articles. ive read it daily for years.

Maybe visual shielding against sattelites by burning magnesium ? A light so bright that they cannot take pictures of the testing ?
